Mission versus means

Agreed (via).

Publishing's highest purpose is to make writers' work available to readers. Not to print books. I still love printed books, and don't see them succumbing to digital formats any time soon, but they are just one way publishers fulfill their responsibility to both authors and readers. Printing books is a means, not a mission.
